Job Summary

The HR Manager will lead and oversee all human resources functions at the hospital, ensuring alignment with the hospital’s growth strategy and group HR direction. The role is responsible for managing a workforce of approximately 400 employees within an international-standard healthcare environment, focusing on building organizational capability, enhancing employee experience, and ensuring compliance with healthcare regulations and labor laws.

Key Responsibilities

1. HR Strategy & Organizational Development

  • Develop and execute HR strategies aligned with hospital and group objectives
  • Lead organizational design, workforce planning, and manpower budgeting for a ~400-employee organization
  • Drive succession planning and leadership pipeline development
  • Lead management changes initiatives to support hospital growth and transformation
  • Optimize manpower productivity and control personnel cost

2. Talent Acquisition & Workforce Planning

  • Develop and implement effective recruitment strategies, especially for medical and healthcare professionals
  • Ensure timely hiring with the right quality of talent in a competitive healthcare market
  • Strengthen employer branding for an international-standard hospital environment

3. Compensation & Benefits (C&B)

  • Design and manage competitive compensation & benefits programs aligned with market benchmarks
  • Ensure accuracy, fairness, and compliance in payroll, incentives, and HR policies

4. Employee Engagement & Retention

  • Develop and implement engagement and retention strategies suitable for a diverse and international workforce
  • Monitor attrition and proactively propose retention solutions
  • Manage employee relations, grievances, and disciplinary processes

5. Learning & Development

  • Identify capability gaps and build training programs aligned with hospital standards
  • Drive performance management and KPI frameworks
  • Develop leadership capability and succession pipeline

6. Compliance & Governance

  • Ensure full compliance with Vietnamese labor law, Ministry of Health regulations, and international healthcare standards (e.g., JCI if applicable)
  • Maintain accurate, secure, and well-structured HR data systems
  • Manage internal audits, risk control, and HR governance
7. Projects & Cross-functional Collaboration
  • Lead and participate in hospital-wide transformation and improvement projects
  • Partner with department heads to improve workforce effectiveness
  • Prepare regular and ad-hoc HR reports for management

Reporting Line

  • Direct report to: Hospital General Manager
  • Functional report to: Group Head of HR

Requirements

Education & Experience

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • Minimum 8–10 years of HR experience, with at least 3–5 years in HR Manager role
  • Mandatory: Experience in hospital / healthcare environment
  • Experience working in an international or JCI-standard hospital is highly preferred

Skills & Competencies

  • Strong leadership and stakeholder management skills
  • Proven experience managing HR for mid-to-large organizations (300–500 employees)
  • Solid knowledge of labor law and healthcare regulations
  • Strong problem-solving and change management capability
  • Good command of English (able to work with expat management)
